Many pensioners continue their working activities even after they have acquired pension rights to the payment of social benefits based on age and length of service. This means that the employer continues to pay insurance contributions to extra-budgetary funds, including the Pension Fund of the Russian Federation, on behalf of the working pensioner.

For pensioners who are working, their pension benefits are increased due to newly received insurance contributions from the employer, calculated from the employee’s income. For pensioners who do not work, the increase in the amount of payment occurs due to its annual two-time indexation by the state. Indexation occurs at the level of officially established inflation, that is, at the actual increase in consumer prices. In 2016, the state pension was indexed once by 4%, rather than by the inflation rate.

Indexation of pensions since 2016

In 2016, in Russia, Federal Law No. 385 of December 29, 2015 imposed a moratorium on the indexation of social benefits for working pensioners. While the pensioner continues to work, contributions in the form of pension points are received towards his insurance pension (the distribution element of the pension system). As long as a person maintains the status of a working pensioner, revision of the pension amount is suspended. But after he stops working, his pension will be indexed to the amount of all the points and coefficients he earned during this period.

Social benefits for working pensioners are de jure indexed, but de facto the amount of the pension does not change; the pension will be recalculated upon the dismissal of a working pensioner.

In order for a pensioner to be recalculated after his dismissal, there is no need to personally contact the Pension Fund. From the second quarter of 2016, all employers are required to submit simplified reporting to the Pension Fund for each employee, and the Pension Fund, in accordance with the data received, is obliged to index pension payments to dismissed pensioners. Therefore, a personal application for pension recalculation is no longer required.

Terms of pension indexation after dismissal

If the employer's data is submitted to the Pension Fund on time, the recalculation of the pension upon dismissal of a working pensioner will occur within three or more months from the date of dismissal, in the following order: if the pensioner left his place of work in July, then in August the Pension Fund will receive reports indicating that the pensioner is still listed as working (since the information is submitted in the reporting period for the previous month). In September, the Pension Fund will receive reports in which the pensioner is no longer listed as working. In October, the Pension Fund of the Russian Federation will decide on indexing the amount of the insurance pension and fixed payment for this pensioner. And only in November the Pension Fund will recalculate the pension payment.

Should we expect that the Pension Fund will index the three months in which the pensioner no longer worked? You shouldn’t have counted on such compensation until 2018, but as of January 1, 2018, an addition to Art. 26.1 of Law No. 400-FZ “On Insurance Pensions” (introduced by Law No. 134-FZ dated July 1, 2017), and pensioners began to receive recalculation taking into account all indexations, starting from the 1st day of the month following the month of termination of work, and no later than 3 months after retirement.

In the event of a pensioner’s next employment, the amount of pension paid to him will not be reduced, but will remain at the level of the new recalculation. That is, after quitting and waiting for your pension to increase, you can get a new job with a new pension amount. However, it should be remembered that if the next pension indexation occurs, the newly working pensioner will again not fall under it.

In February 2016, pension indexation increased its size by 4% for non-working pensioners. The previously existing procedure for indexing by the inflation rate, which last year was noticeably higher than 4%, was thereby changed.


Initially, a second stage of indexing was planned. However, in the summer of 2016, the government announced that in return, compensation would be made in January 2017 - a one-time payment in the amount of five thousand rubles.

Compensation to working pensioners after dismissal from work in the amount of 5,000 rubles will also be made.

Categories of workers

Pensions are no longer paid to working pensioners with monthly earnings of more than 83,000 rubles.

Other working veterans have not had their pensions indexed this year (the procedure for indexing pensions for working pensioners after dismissal is established by 385-FZ).

Notaries, entrepreneurs, private lawyers, legal advisers and other persons engaged in similar activities are included in the number of employees; their pensions will also not be indexed.

Indexing mechanism

Indexation of pensions for working pensioners after termination of work was made for citizens who received a pension on September 30 of last year and were not officially employed.

In this case, employment by employees of the Pension Fund of the Russian Federation is established independently on the basis of accounting data.

A citizen who quit his job between October and March had the right to individually inform the Pension Fund about this by writing an application with supporting documents attached after termination of work.

After this date, the employer is obliged to submit monthly reporting data to confirm the employment of pensioners; according to them, the pension of a working pensioner is indexed upon dismissal.

The next month after termination of employment, the pensioner is accrued an indexed amount of the pension payment.

If the person who quits gets a job again after this, his pension will not be reduced. It was advisable only for pensioners who worked in the first three months of the year to quit immediately in order to receive pensions after dismissal.

Social benefits for unemployed Russians in 2016 were indexed in April by 4% according to the same scheme.

Pensioners who worked last year received increased benefits based on the points they earned this year, but no more than three points in total were taken into account.

Pensioners who are due to retire after March do not need to contact the Pension Fund: pension indexation if the pensioner stops working occurs automatically.

If an employee is not on the list of employees for last month, it means that he is no longer working this month.

The pension will be recalculated after the dismissal of a working pensioner. It makes absolutely no sense to come to the Pension Fund with a work book. There is also no need to submit any applications.

Employer Responsibilities

For late or incorrect submission of data, employers are fined 500 rubles per employee.

Indexation of pensions for working pensioners after dismissal begins in the month following this event. It is therefore logical to plan leaving work on the last day of the month.

If a person worked one day during a month, he will be considered unemployed only from the next month. The pension after dismissal is indexed taking into account this fact.

However, in reality, the pensioner will receive an increase only after the reporting data submitted by the employer has passed all the necessary authorities, then the pension after the dismissal of the working pensioner will be increased.

This will take three months. All bonuses accrued during this period will be returned and will be included in the first payment.

The actions of the veteran himself will not speed up this process in any way. It is advisable for him to contact the Pension Fund if he discovers an error in the accrued amount.

Errors in employers' reporting, of course, cannot be ruled out. If they are identified, the perpetrators will be held accountable, and the underpaid amounts will be returned to the pensioner.

The law obliges employers to unconditionally provide employees with certificates of contributions they have made to the pension fund for this employee.

Even if you were embarrassed not to take your boss’s word for it while you were working, it’s definitely worth taking such a certificate when you quit. To ensure that the indexation of pensions for working pensioners after termination of work will be carried out.

Will indexation be returned to working pensioners after dismissal?

For those months of the year when he worked, indexation will not be returned to him. There is another way to maintain indexation: quit your job, wait for the pension to be recalculated and get hired again!

- Tatyana Yuryevna, one of the most frequently asked questions: from what month is the pension indexed after the dismissal of a pensioner?

Let's consider a specific situation. Let’s assume that a pensioner stopped working in January 2017. By February 10, the employer will provide us with information for January, in which he will be listed as employed. Even if he was fired on January 1, he was still listed as working in January. In March, also before the 10th, the employer will submit reports to the Pension Fund for February. In this reporting, the pensioner will no longer be indicated, since in February he was actually unemployed, since he quit in January.

In April, in accordance with Federal Law No. 385-FZ of December 29, 2015, the Pension Fund of the Russian Federation will make a “Decision on the payment of amounts of the insurance pension, a fixed payment to the insurance pension (taking into account the increase in the fixed payment to the insurance pension).” And in May, the Pension Fund will begin paying pensions, taking into account the missed indexations.

I want to emphasize that there is no need to write any statement that you are no longer working. The law obliges all employers to submit monthly information to the Pension Fund about all working citizens. If a pensioner is registered with the Pension Fund as an individual entrepreneur, notary, lawyer, etc., then the Federal Tax Service will inform the Pension Fund about the termination of his entrepreneurial activity.

- It turns out that the increased pension will begin to be paid only more than three months after dismissal?

Yes, this is exactly the order established by the law today. At the same time, the Pension Fund has no right to make any retroactive payments, including for these three-plus months. There are, of course, special cases when the fund compensates for overdue indexation - this is when the employer mistakenly indicated the pensioner as an employee in the monthly reports.

- In this regard, other questions arise. Why does the Pension Fund take three whole months to index your pension?

Indexation occurs only based on the results of processing SZV-M reports, and for the whole country. After all, now a pensioner can be registered in Chelyabinsk, and travel, for example, to Moscow to earn money. That is, information about the fact of work is summarized from all regions at the level of the Russian Pension Fund and sent to the regional branches of the fund.

I would like to note that the process of indexing pensions after the dismissal of a pensioner can be accelerated. At least today this issue is being discussed. At the beginning of February, the Federation Council Committee on Social Policy prepared a bill according to which pensions, taking into account all indexations, will begin to be paid to pensioners who have completed their working career from the next month after dismissal. The senators' initiative was supported by the Ministry of Labor and Social Protection. According to the head of this department, Maxim Topilin, the bill will be considered by the government commission on legislative activities in the near future.

Of course, there are cases when recalculation is delayed due to the fault of the employer who did not timely submit information about employees to the Pension Fund. It’s easy to control: after dismissal, you need to clarify whether the necessary information was transferred. This can be done in the accounting department of your company. The law provides for the application by Pension Fund bodies of financial sanctions to unscrupulous employers in cases where information on the SZV-M form is unreliable or not submitted on time.

- Tatyana Yuryevna, the law provides that after the dismissal of a pensioner, indexation will be carried out in total for all years. But we were asked an interesting question: won’t a person lose by doing this? Look, during annual indexation, the increase is calculated taking into account the amount received from the previous indexation. This is approximately what the bank calls capitalization. And if this happens in total, then it turns out that it will be calculated from the amount of pension that the pensioner received in 2016?

This is wrong. In fact, the pension of a working pensioner is indexed annually, in the same way as that of a non-working pensioner. It’s just that while a person is working, he gets the same size. In other words, his “pension file” contains two amounts: the one that he receives while he is working, and the one that he will begin to receive as soon as he stops working, taking into account all past indexations. It is important to note that we are talking exclusively about those payments that the pensioner will receive after dismissal in an increased amount; there will be no “compensation” for years of work.

- Is the annual August recalculation of pensions for working pensioners still taking into account their earnings for the previous year?

Yes, the August recalculation remains. Pensioners who worked in 2016 will have their insurance pensions increased in August 2017 based on the pension points accrued for 2016, but in monetary terms no more than three pension points. One point in 2017 is equal to 78.58 rubles.

- Tatyana Yuryevna, now the legislation provides for deferred retirement, that is, a person has the opportunity to postpone retirement to a later date. For this, he is awarded additional pension points, which, accordingly, will increase his future pension. Is it generally advisable to decide on a later retirement?

As for the generally established age, here you need to think: if a person has a fairly high salary level and he is not going to quit in the near future, of course, it is advisable to use this right. Because with a high level of earnings, a citizen will not feel much improvement in his material level from the assigned pension. But when, for example, in three years he actually gets ready to retire, fifteen to two thousand will be a significant increase for him. This solution can also be recommended for those who retire earlier than the generally established period, because the early pension will be significantly lower than under equal conditions when retiring at the generally established age. After all, a person does not actually work for five years, and, as a result, his length of service is significantly less than that of someone who retired at the generally established age. It is because of this that early retirement has always, and not just now, been lower.

Generally speaking, a person should make such a decision only after carefully analyzing and, most importantly, calculating all the pros and cons that delayed retirement will give him.

Citizens stop working. After all, if you work even after you have the right to retire, you can receive both wages and pension payments.

The financial situation is such that many citizens find it difficult to live on a pension alone; some have to work even at 70 years old.

In addition to this, there is another important point - the longer a citizen worked, the higher his payments will be. However, the recalculation of pensions while a person is working has become inconsistent in recent years - it is either canceled, then returned, then canceled again. Therefore, it is important to understand exactly how pensions are indexed for working pensioners after dismissal.

The cost of living in Russia changes every year. This is due to the fact that exchange rates change, prices rise due to inflation, and so on: processes are constantly taking place in the country’s economy, and their result, as a rule, is a gradual increase in the cost of living. In order for payments to correspond to prices and pensioners to be able to meet their needs, it is necessary to recalculate them - indexation.

Determining how much the payment will increase is within the competence of the state. This coefficient has a certain meaning. For example, a coefficient of 1.051 means that they will increase by 5.1% from the current level. What exactly this coefficient should be is derived from various parameters, the basic ones being inflation and consumer prices.

It is worth noting here that pension payments can be different, but there are two main types into which they can be divided: insurance and social pension. The insurance is assigned for, and its size will be determined by how large the employer made contributions for the employee. Social insurance will be paid if the citizen does not have enough experience to be paid insurance. The size of the social pension is determined by the subsistence minimum.

In 2016, indexation was not carried out.

Instead, each pensioner was given a fixed payment of 5,000 rubles, and therefore many are worried whether it will continue at all. As a result, indexation was returned, but only to ordinary pensioners. But the question of workers hung in the air; until recently the government was discussing whether to carry out indexation for working pensioners or not.

Indexation of pensions for retired employees

Since the number has been growing in recent years, reaching 36% of the total number of all pensioners, it was decided to cancel the indexation. This was seen as a measure to combat the crisis - reducing budget costs. However, being initially a temporary measure, the abolition of recalculation of pensions for working pensioners, as it became known, will last at least until 2020 - and we can expect it to continue as well. As Minister of Economy Anton Siluanov explained in this regard, the budget for 2017-2019 is “complex and adaptive,” and therefore it was decided to throw all efforts into supporting those pensioners who do not have any other income.

In order to re-calculate working pensioners, it is necessary to additionally find about 200 billion rubles in the budget, and the Ministry of Economy has not found acceptable ways to do this. At the same time, the minister is confident that after 2020 such an opportunity will appear as state revenues will increase.

Let us note an important nuance: indexing is frozen only, but this does not apply to social ones. Their amount increases each time in proportion to the increase in the cost of living.

And one more thing: despite the absence of a general recalculation, individual adjustments to the volume of pension payments for working pensioners will be provided. In particular, such individual increases have occurred since August 1, 2017. They are small - at most, payments could be raised by 3 pension points, which is equivalent to 222 rubles.

The measures taken really yielded results, not only in terms of reducing budget costs, but also the declared goal of reducing the share of working pensioners: it decreased at once to 22% - that is, by more than 13%. But how positive this result will be is a big question. After all, it is obvious that if they were kept at work, it means they benefited the country’s economy, but now they have stopped doing this, which is unlikely to have a positive impact.

Recalculation of pension after dismissal

So we come directly to the main topic of the article - how pension indexation takes place after dismissal. Its absence for working pensioners often gives rise to worries about whether indexation will be returned to working pensioners after dismissal. You don’t have to worry about this - the law stipulates that after the pensioner, the indexation is returned. Any time the recount was frozen will also be taken into account.

Let's imagine the situation. If a pensioner worked in 2017, then his pension for this year will not be increased as long as he works. At the same time, for all other pensioners it will be raised from January 1 next year by 3.7%. If indexation is carried out in the next years, then we already know that a working pensioner will not receive the same bonuses.

Let’s imagine that an ordinary pensioner and a working person received 10,000 per month in 2017. The usual one was increased by 3.7% in 2018, in 2019 (let’s say) by 3.5%, and in 2020 by 3%. This means that in 2020 a pensioner will receive 11,055 rubles. And the worker will continue to receive 10,000. However, if he retires in 2020, then all the changes that have occurred over these three years will be taken into account in his payments, and they will also be raised to 11,055 rubles. In addition, we should not forget that as long as the citizen continued to work, insurance premiums continued to be paid for him. They will also be taken into account when calculating, which means that in reality the pension will increase.

As for dismissal, due to his advanced age, a working pensioner can freely resign at any time, however, it is necessary to notify the employer about this in advance - two weeks before the day of dismissal.

Procedure and deadline for recalculation

The annual indexation of insurance pensions is carried out in early February; as for social pensions, their increase is carried out in April.

If previously a retired citizen was obliged to notify the Pension Fund about this, now there is no need for this - the employer must submit monthly reports. To understand when indexation begins to take effect after dismissal, and from which month payments in an increased amount will begin, you need to familiarize yourself with exactly how it is carried out.

By the tenth day of each month, the employer must provide information about the working pensioner. Accordingly, indexation will be carried out for the next month, and he will begin to receive payments in an increased amount from the next month. Let’s illustrate this with an example: if a pensioner quits his job in August, then by September 10, information about this goes to the Pension Fund, October is allocated for recalculation, and from November the pension will be paid in a new amount.

Additional nuances

Pension indexation, which is carried out upon the dismissal of a working pensioner, also has interesting features that are worth highlighting.

If a citizen subsequently starts working again, then there will be no reverse reduction of the pension. That is, if you quit and go through the indexation procedure, then you can work again, but receive already recalculated payments. At the moment, the discrepancy is small, but if regular pensions continue to be indexed, but not for working pensioners, then it could become large, and many will begin to do just that - however, by that time, most likely, such a loophole will no longer remain.

There is a threat of suspension for working pensioners - this issue has already been considered by the Government, but was postponed. However, they may still return to it. First of all, it is planned to cancel it for citizens with high incomes - from 1 million rubles per year.
